Selection of the consortium incorporated with a Mongolian national company that invests and implementsthe construction project of an oil refinery in Mongolia.

The Ministry of Industry now invites eligible consortiums¹ incorporated with national company (hereinafter referred to as “Consortium”) to express their interest in investing and implementing the construction project of an oil refinery with a capacity of up to 2.3 million tons per year, in Bor-Undur soum of Khentii province, in order to implement Mongolian Government Resolution #75 of 2016.

All interested consortiums shall meet the following general requirements:
-Shall be a consortium with participation of Mongolian national company²;
-At least one member of the consortium shall have experience in constructing and commissioning a similar oil refinery within last 10 years;
-The consortium shall be an oil refining technology license holder or be able to obtain such technology license.

The consortium must submit an official Letter of interest /”LOI”/ written in either Mongolian or English expressing their interest in the bid along with the following documents on April 07, 2016 before 3:00 pm(Ulaanbaatar time) to the address below.
1. Introduction of the consortium;  
2. The consortium shall appoint only one authorized representative and the power of authorized representative shall be validated by the power of attorney issued by each member of the consortium in accordance with relevant laws;
3. Introduction of each member of the consortium which includes official name, address, detailed description of business operation and experience;
4. A certificate of incorporation or company registration documents of each member of the consortium;
5. Audited financial statements for the last 3 years and detailed descriptions of business capability and current financial position of each member of the consortium;
6. Receipt of a non-refundable bidding fee of 3 (three) million MNT.    Payable to: The Ministry of Industry, Account num; 900038001, State Treasury Bank

Within 3 working days of receiving the expressions of interest, the Ministry of Industry shall examine the documents submitted to ensure compliance with the general requirements and notify the consortiums whether they qualify for the bid in writing or by e-mail. The bidding document shall be handed over to the authorized representative of the consortium.
The consortiums shall be fully responsible for their business operation, assets, financial position and the accuracy of the information provided in the bidding process.
